Green On Technologies has an apparatus and methodology for determining, to an exact science, the amount of capacitance that is needed to optimize inductive motors to unity for maximum savings.
Green On Technologies fine-tunes the electrical system from the inductive equipment back through the utility company's KVA electric meter, kilowatt hour meter (kWh) or demand meter. This fine tuning slows down the operation and therefore reduces electrical consumption.
The capacitor stores the reactive power to create the electromagnetic field (EMF) around the inductive windings of a motor.
As motors operate, reactive power is "pulled" and "pushed" to and from the capacitor by the motor at 60 cycles/seconds.
The capacitor stores and releases what the motors need to function more efficiently.
This unique approach serves to reduce the heat generated on the lines and therefore also reduces the strain placed on all the electrical components.

Savings Approach
Determine what is being done at 9am each workday.
Correction:
Off peak time occurs before 6:59 am, so place a control on the 3 HVAC units for staged turn on: first starts at 6am, second at 6:20 and third at 6:40am.
The on-peak charge is $32 per kw; off peak charge is $12 per kw. If all A/Cs turn on at once during on-peak, result is 100 kw @ $32 = $3200. With staged power-on during off peak, result is 48kw @ $12: $576. Savings total $2,624.
